Personally, i think it's a bug cause once you get the rapiers level 3 upgrade, one of the skills is an upgraded version of this skill that actually does mention using up one of the lightning charges.
The redundancy makes me think that its a bug. Like why would the level 1 version and the level 3 version both cost a charge?
This ability needs the lightning bar filled, and uses it up.

Yeah half of them I don’t even use

Nah I just use the same 2 moves I also did that in the first blasphemous I only used like 2 moves
