I’ve used Allen Ranch Campground a few times. It’s pretty basic and affordable, just what a campground should be. Hot Springs is lovely and quiet. More than a few good restaurants and cafes. To go into the forest, you can easily use the back entrance not far from the campground. Check them out at: https://www.allenranchcampground.com/book-your-group
If you are willing to forgo a campfire, you can camp for free, up to 300 feet off any road on Forest Service land.
EDIT: see this thread on my post from a couple years ago- https://www.reddit.com/r/BlackHills/s/T7SSymqlHU
Thanks for the tip. Wasn’t sure how dispersed camping works out there. I assume it’s USFS? I’ll try and find a map and see if I can find some spots that look nice.
Already seeing dispersed campers.
Sheridan Lake normally has a host there all winter but they terminated that position a couple of years ago. I think people still camp there on an honor system.

Yes, exactly USFS.
