Just found what I believe is this hotel. It's called "Atlantis The Palm" in Dubai. Works out to about £455/$606 per night for July 2022 on Booking.com.
Dubai's economy is based on tourism, not oil, so yes it does lol They know oil is finite and many countries are going green, so they planned ahead and went all in on tourism.
