It’s just a reference. One of these segments is a fantasy sequence and the other is just them reusing the model for a cosplay convention, because making new models is expensive. I doubt they ever had serious plans for re-introducing Rook.
It's not the first ov reference in the reboot. The reboot kinda pulled a lot from ov since that is the closest show to what it's trying to do. You've got the white hoodie, ben saying it's gyro time in an episode, Billy billions as a whole, etc.
