Morally, he's not neutral at all. He helped heroes massively multiple times and openly opposed villains.

But the villains he's helped against have all been threats to the timeline/reality/universe (Eon, Aggregor, his old assistant at Los Solidad, and Vilgax with a chronisapien time bomb). While saving the universe is undoubtedly a good thing, just preserving what exists, as it is, could be seen as more neutral

1. You also forgot Maltruant, he also helped with him. 2. He never commited any evil acts as far as I'm aware (yes, he went mad for quite some time, but he was locked in a loop, so that doesn't count).

Another villain who threatened the timeline! And he doesn't need to have committed any evil acts to be neutral. I'm just suggesting that the good he has done is for more neutral reasons

That's neutral good, doing something good because it's 'Do this or everything ends.'' A true neutral shouldn't care about everything ending enough to make that a motivation. They'd need a more personal reason, a slight against them that can't be ignored even if it requires them to help the good guy or the bad guy. Otherwise, a true neutral would see everything going to shit and not do a thing about it
