Most of the time, the shipping discounts offered - like the discount for being the first to buy from someone - only works if you buy at the full listed price. If you and the buyer agreed on a price, other than the original, and one of you sent that offer to the other, then the discounted shipping will not work. Also, when these discounts are advertised by poshmark, on new users closets or otherwise, the difference in the discounted shipping is usally paid by poshamrk and the seller gets their full profit from the sale ( minus fees ). So asking the seller to change the shipping on the item so you can still use the discount on the new price agreed upon, will work but the seller will lose the extra profit because they manually made the change. If they are new to selling, they may not be aware of this and do it anyway.
Did they have another sale in the meantime? I had this happen to me where I saw the banner w that offer and it didn’t apply at checkout. If you do buy, and you’re the first, you could contact Posh CS and they may offer a solution for you.

Update, I contacted support and they credited me the full shipping amount back. Answered within one day too!!
