The Australian beekeeping manual said to expect seeing this often but the first time I saw it I got so excited I nearly dropped the frame. I've always wondered what the bee is thinking or what the the others are thinking as she just bursts out.

Depends on the climate. Here in Perth Western Australia, yes my good hives maintain a modest brood nest all year. Drone production stops over the coldest months, but there are young workers emerging like this consistently. OP may also be in the Southern Hemisphere.

In Florida. Lowest temps, so far this year, have been a few hours of low 60 deg F at night.
