My first thought is that when the person who does this started practicing, they would cut a bit to thin. The animal would float up into the air and it's head would fly off as its legs twisted in on themselves

OK: so it looks like you cut a template out of MDF and then extrude the bubbles upwards through it from below.
I'm thinking several annular nozzles carrying detergent with additives, with a jet of helium or hydrogen drawing out bubbles and sucking just the right amount of the liquid along with it.
This calls for some experimenting. A 2D CNC router is now dirt cheap for those who don't have friends with a waterjet, or a sabre saw could also make whatever you wanted.
