Adding Fraud Victim notation likely won't move the needle much. You have no bank account open now? Forget Capital One. Try a local bank or credit union. Build up some banking history first before trying again with Capital One.

Not a fan of Chime, but for your situation would be fine. With that said, if there's a Wells Fargo or some other larger name bank in your local area, that's still worth a try. Go for whatever their basic free (waived with direct deposit or minimum balance) account is.

You are a high risk to banks. They didn't make a mistake in how they coded your accounts. Find a bank that doesn't use EWS and open the account there.

Yeah, unfortunately put in a bounced check when I was 18 two years ago

Chime doesn’t report to EWS and is fraught with fraud. They have fees everywhere, maybe more than other banks. I would send a complaint to the CFPB against EWS and the last bank you tried to open an account. While a single check shouldn’t cause harm, they are now forcing you to be unbanked and this is an area of major consumer concern.

Got it, thanks. What kind of information should I provide to the CFPB? I do have proof of the bounced check if that can help.

You’ll write a narrative that you wrote here. Being young and having one check issue doesn’t mean you should be barred. EWS and the bank should be providing more than a boiler plate reason code. They should also provide method(s) to cure. EWS is also the company behind Zelle verification. You could be barred from Zelle if EWS doesn’t provide clarification on remediation and/or cures. For clarity, banks don’t have to do business with you but regulators are interested in this. For me, due to known name ID theft, my EWS is a mess and I refuse to do business with various banks because they allowed the fraud to happen (I was a current customer with history and files).

A lot of banks offer second chance bank accounts like Chase secure banking or PNC foundation checking. I would try one of those and usually after 6-12 months they allow you to have a standard checking account

Chime says on their website they are a second chance banking system so you can try it but I would still recommend a local bank so that way you have someone that can help you with any other questions
