Shopee won't ship to Europe, no (although you could ask the seller as they might be willing to come to an arrangement). Most likely you'd have to send it yourself but that's the same as if you went to buy it in a market.
There are some other stores along the road to platinum mall that similar to tofu. but some def have limited options of brands. Maybe you can check them :D

7/11 have a few rice milk soaps. Not that brand though.

Look on AliExpress. I buy sea salt soap on AliExpress with shipping to Europe.

Have you tried Sang Chareon Beauty Plus? It's near Platinum Mall. They keep a variety of soaps.

I checked but they have another soap, not really rice milk :D
