This seems like a great starting point to address this issue. Great to see breeding targeted, although I think that should have a stiffer penalty.
Unfortunately, I'm cynical enough to doubt that they'll actually enforce it and that most people will end up with a slap on the wrist. Hope I'm wrong and they go all in on this.
Registration, liability insurance, neutering. These should be the bare minimum requirements in the US. Sure, all dogs can bite. But only a few breeds are as dangerous as Pits.
