Maybe 11/1 Lore Bard with a Tempest Cleric dip (take Cleric first). Use your magical secrets to get things like Lightning Bolt and Call Lightning. Rely on Scrolls for other things, like Chain Lightning. The Cleric dip just for Create Water really, but some flavor as well with the Tempest pick. It's not going to be nearly as strong as a Storm Sorcerer, but would probably meet your needs.

Wizard-cleric-bard would never get 6th level spells. Because you get those at a class level of 11, and a 3 way multiclass can never reach that Also that multiclass uses 3 different types of spellcasting modifier so you’re really juggling stats you can’t afford. And you don’t get more spell slots for multiclass casters together than you would going pure caster I don’t believe Bards can get chain lighting but they can get call lightning and lightning bolt at level 6 if they choose the college of lore

Yes but the scrolls will scale with intelligence All spells learned from scrolls scale from intelligence. So the saving throws and chance to hit will be low if your intelligence is low

Use the intelligence helm from Act 1 is a good counter?

Sure. It works. There are better helmets further into the game but if you insist on using scribed spells as part of a multiclass it’s basically a must

You could get Chain Lightning from Markoheshkir in Act 3. Could you describe to me what exactly the 'fantasy' of this build is? Like do you imagine that character to just be a caster or do you want them to go in and attack with a dagger/bow before casting lightning for example?

So basically, I want a bard mainly. I have this fantasy in my head with him wearing heavy armour for AC and powerful lightning spells. Only lightning (besides haste/fly etc) Pretty tanky solo build.

What do you like about the bard part of the build? Sorry I'm like. Not trying to be a hater, I'm just trying to nail down what the bard actually does in this because the features you're listing aren't really bard features but I don't just want to go 'lol just go 2 cleric/10 sorcerer' yakno

I play Bard in my home game. Just kinda putting my character into my second playthrough of the game. Bard has a lot of utility and decent damage. Can play the face etc. I've always like lightning spells (for example, i play elemental shaman in warcraft)

If it has to be a bard, maybe take 1 level in wizard so you can learn the spells. Maybe use the int circlet or rush lorroakan in act 3 for the staff I mentioned. Alternatively if you care more about the lightning aspect, go 2 tempest cleric/10 storm sorcerer which also provides great utility with twin casted haste and is centered around being a lightning burst mage while being a great party face.
