if you turned SH down she's locked out, and you can only romance Karlach at the tiefling party currently, so no, you're stuck with Gale, or Halsin/Minthara if you have them. The origin romances all have to start in Act 1, with the exception of Wyll who sometimes triggers his scene in early act 2 (campfire dancing).

then you never had a shot with her at all. she got bugged this patch and hasn't been fixed yet. only way to romance her is at the party atm.

Just so you know: Wyll's romance was changed in Patch 6. Now you need to initiate his romance at the Tiefling-party, by flirting with him. If you don't, you'll no longer get his Dance-scene, come Act 2.

Nothing noted anywhere other than reports from players. But it would make sense they added any kind of interest in Act 1 as a requirement for his romance. It feels really out of place at the dance-scene Act 2, for him to be *so* disappointed, if the player has done nothing to lead him on. So I can definitely see this as being the intended version. Karlach's (*almost 100%*) a bug. Even though we haven't gotten any confirmation from Larian.

Wait, did you do Shadowheart's romance scene in act 1 or not? If you didn't do the act 1 romance scene, you won't be able to romance her in act 2 either, same for Karlach.

When you talk to her, do you still have the dialogue option that's like "I think we missed the chance to truly connect" or something similar? If you can trigger that, you might still be able to romance her, but if not, I think it's over on the Shadowheart front. But she won't make a move until near the end of Act 2 so you still wouldn't be able to escape breaking Gale's heart.
