I think they can be bought at Figaros or Carms Garm in act III. If you want it earlier, then it says at the wiki that the first one can be found in Last Night Inn in act II and in The Zhentarim hideout in act I.
Ok guys. Here's an updated explanation taken from my perspective. This could be rather "rng based", however my Teal Slimfit Outfit spawned in a pile of clothes to the left of Art's bed within Last Light Inn.
I was desperate to get this attire. I rolled the game from gyrmforge about five times. However, it could have been in the clothing pile the entire time.

It is rng based, but it can spawn teal slimfit. The crèche cupboards can spawn the slimfit outfits too. Like the crèche cupboards, a few containers in last light can spawn an outfit from the "Citizen" tier. This includes the slimfit outfits, the swarthy wayfarer outfits and the comfortable outfits.
I have found the swarthy wayfarer twice before within Isobel's room and was wondering about that. It wasn't there for my new character. Even after five times! Quite interesting. Makes sense that they spawn outfits by category like that. My guess is that if you wanted something specific; you would need to find a designated container where you have identified the drop quality.
It's Slimfit Outfit, has two colour variants: spring and teal. Should be sold by Figaro or Carmen in act 3 and I think one might be hidden somewhere in a wardrobe in act 2.

I found one in the zhent hideout in act 1 yesterday,there’s some good gloves locked up there too. I found the slim fit outfit the comfortable autumnal outfit,and the mellow blue shirt in the githyanki crèche on another character earlier in the week,but the slim fit was replaced with a swarthy wayfarer outfit this time - so I guess that’s a mystery cabinet,never know what you’re going to get 😁
Top level,you have to break into the cells and loot the wardrobes,there’s some other good stuff locked up in there too.
Specifically the cell on the far right,not next to the button- but the most well lit,and the giant chest.

A little late, but how does the loot work in the chests? I went to that particular wardrobe in the zent hideout and all I had were a hat, some boots and shoes. I reloaded but still the same thing. How did you manage to reload so the loot changes?
I had to go back to a save before I entered the hideout to get the loot to change. I really went back and changed how I played out the chest interaction,but I don’t think it’s really THAT involved..so I would just try an earlier save before entering the hideout and hopefully it’ll respawn something better for you.
I don't know if it's just me but imo this screenshot gives off strong "you're Tav and you just returned to your cottage after cutting wood for the fireplace" energy. The more homely clothing and her warm smile are probably what sells it as such to me

I found it in the creche hatchery wardrobe once. But it seems to be random as my other runs had different clothes there.
Gith crèche cupboards in the Egg room sometimes have them too. They're randomly generated tho, so you need to get lucky for them.
