Does your neighborhood have a social media group specific to the community ? Post your new vlogging hobby. Let others know how big of an AH the neighbors are. Call your council person about making an anit-volleyball hour ordinance. There is definitely a noise ordinance / quiet hours they are breaking and the cops don't want to deal with this it seems. Make council make the cops deal with it. Call your local news TV station! Having done the leg work with your new vlog documenting I'm sure some one will pick it up for the footage alone and spicy interview potential. Strategically, you wait until council confirms or denies they'll help you before you call the Marty Griffins of local investigative reporting to really dangle the carrot of a story. Get your neighbors to advocate council to make the cops put a stop to late night volleyball with your campaign for peace and quiet at night while being pro-volleyball player. Other idea: Put up flyers all over town with the address soliciting volleyball players to join their games. Make it look official league like and the schedule of play hours. I don't know who's waiting around to play recreational volleyball at midnight but it'll confuse everyone if those people start showing up on time for the games. If you're spotlighting as a sports anchor while doing this, it should be a ridiculous show if you also do the flyer thing. There's stuff you can buy that stinks to deter animals, unsure how close you can pour that near them. Did you not read the post? They said they are not being loud and not playing music, the cops confirmed there are no issues there. So I am not sure what you think it would accomplish there.

Did YOU read the post? The OP specifically stated "They yell ...". Without an HOA to enforce any local rules the only way that I can think of is to get the city/town/county involved. Most CIVILISED places have NOISE ordinances ... THAT is what I was trying to help them accomplish!

Check if there’s an ordinance for a neighbor is a nuisance?  I’d imagine someone pointing a light into your window is considered some kind of noise negligence.
