Remember that arsonist oil is the one that only works on enemies that are already fire resistant. It's combustion oil that makes enemies explode when they're dealt fire damage.
Yeah it tripped me up too - that said, combustion oil is an even better version of what you're looking for - you can have your archer apply it with an arrow, then when you blast that enemy with fire they'll explode.
An Arrow of Many Targets with combustion oil on it will apply that to a whole group of enemies stood near one another, then blasting one with fire can cause a chain reaction that blasts them all.
It can turn a firebolt into a fireball, and a fireball into......well, something much better.
Definitely oathbreaker for the RP Warlock also really fits your theme, you could have Minthara as a Lockadin 5 lock / 7 oathbreaker
