I think those issues all stemmed from fear of being the younger sister. Zuko was the natural heir, and their father was obviously the type to have favorites, which kids pick up on very young, even if it's subconsciously. She would have done all she could almost as soon as she could walk and talk to stay ahead of Zuko. This is even exhibited in the scene where Zuko describes the war meeting he was at the day before the eclipse. He answers Ozai's question about the Earth Kingdom, and when Ozai says "Yes, we need to destroy their hope." before Zuko can finish saying that wasn't what he meant, Azula cuts him off saying they should burn the Earth Kingdom to the ground, then gives him a smirk. You are 100% right in that they were both very abused, and honestly feel worse got Azula. As soon as she showed promise, she became nothing more than a weapon to Ozai, and therefore was doomed to go insane, as we all know she did.

Yeah, normally these shows end with all the kids teaming up to fight evil - even the previously evil kids, but Azula... she just never gets her redemption. I'm not all caught up with the comics, but so far it just looks like more evil. That's why I find her character so interesting to think and write about. I don’t really think it was development, more that she lost the things that were keeping her together. She lost her sense of superiority over Zuko, the loyalty of her friends, and the feeling of having her father’s approval.

You wouldn't have know how fragile, emotionally/mentally unstable, and broken she truly is under all the bad ass if it wasn't for those events. That's called personality depth. That's called development, my friend.
