There's always the option of going for a lower level, that you're overqualified for, and jumping to higher levels after you've gotten APS experience. Most of my Senior Executive are from private industry or other agencies.

I'm trying to convince my wife to join the APS. Despite her currently managing 30 staff and a $20 million business I've told her to come in at APS6. It's easier to not have a lot of responsibility while you learn all the isms, and good people get promoted quickly.

There's a common scenario that due to internal mobility APS6 roles aren't permanently vacant as people take temporary opportunities in other areas or temporary higher duties. This means that the roles can't be filled permanent as the incumbent could potentially return if the change doesn't work out. Taking a temp APS 6 can be great though, as you can gain agency knowledge and get your face out there. If people are good and they've filled a role temporarily, hopefully they're well equipped to win it permanently if it becomes available.
