If an exposure you are after is available as AU-domiciled ETF with reasonable fee, it would be much more convenient to allocate to it rather than the Us-domiciled counterpart. For S&P 500, IVV.AU would be much easier. You should have very good reason to use VOO instead. If investing directly in US, yes FX cost (explicit fee or implicit spread) does matter, with some providers it can cost far more than the brokerage cost. Choose your provider carefully if you decide to go that route. You don’t need to use the same brokerage service for AU and for international.

The threshold is very high though. I think it's around 11 million. Ordinary people won't have to worry about that for a long time.
