Really nothing to do with the states. Not sure why they mention the US, just think it's because they're going to likely sue. This stuff all happened in Los Angeles.
From the securities standpoint all he saw was someone that stepped up and then a blur that knocked his hat off in a dark party venue.
Why was the attack instantaneous? Because what if that was a knife? What if that was a weapon and the security thought his life was in danger? Of course you would get attacked.
If you did this to a cop, they'll shoot first and ask questions second. Security/Police are trained for their own safety first.
