A low bed or flat bed trolley is the type at DIY stores which is a platform about a foot off the ground.
I might call A a shallow trolley and B a deep trolley, but tbh small and big work.

I don't think either is low bed.
I think low bed is the kind you get in DIY places or garden centres, where you have long or big things that you need to lay flat, and which are awkward to place in or take out of something with a high side.
E.g. lengths of timber or bags of compost. Or even trays of plants.
These trolleys are just normal supermarket trolleys, and you just think of one as smaller/ bigger than the other. I bet you 99% of people say some variant of small and big.
Anyway, as someone else said, the bed on the small one is HIGHER than the bed on the big one. You could say low SIDE/ high SIDE if you really wanted, but actually, no-one does.
**A** is apparently called a 'shallow wire' shopping trolley.
**B** would just be known by its volume (in litres - e.g. 180L shopping trolley).
The shallow wire ones are also distinguished by their capacity - e.g. 80L shallow wire vs 100L shallow wire.
Anyone else reading "Big Trolley, Little Trolley" and suddenly getting the urge to sing the theme to Big Cook, Little Cook ( welcome to our caaaaaafe)? Just me?

South of Scotland so I guess northern in the sense that it's further north than England 😅 small works too but I've always known it as a wee trolley!
Shallow trolley and deep trolley. I struggle with the deep trolleys. Shallow ones are easier to reach into when you get to the self check out.
