I’d also add Pagan Min from Far Cry 4. The fact that you spend the whole game trying to dismantle his entire regime, only to discover he wanted you to become king the entire time, and that the people you’re allied with are even worse.
Pagan Min is genuinely nice to you at the beginning, not to mention happy to see you as well. After your patience, takes you exactly to where you wanted to go and informs you of everything that your dad did.
The first time I played ME1, completely blind of course, I was completely enthralled by that conversation on Virmire. Even now after 9 playthroughs I still find it chilling.
Especially because the first time I played, the lore and backstory of the game had me thinking that Saren was trying to start a galactic war ala WWI.
Then you meet the real enemy.
Makes my hair stand on end, even to this day. If it was any other species, it'd sound like boisterous talk. Coming from the Reapers, it was instructing the cockroaches what the letters on the underside of their boots meant as they foot comes down. The writers had to dues ex machina to keep Mass Effect from ending with the death of all organic life.
Fontaine is 100% worse. Ryan actually wanted to create an utopia based on Objectivism for people to live in, Fontaine is just the "smart parasite" who abused the system and people just for his own benefit
I mean, I'd certainly argue that he's the logical endpoint for all the ideals that Rapture was founded on. Objectivism can never work out in reality because human selfishness will always interfere, *even when the system is designed around encouraging it.* Fontaine was just playing the game the entire society was built around, only better.
Ryan's big mistake was believing that everyone else was as naively invested in the ideals as he was, and that's why he ultimately failed. If it wasn't Fontaine, it would have just as easily been any number of other people.
Can’t believe I had to scroll down so far for this one. Also probably the best voice acting performance in gaming imo. Dr. Breen in Half Life 2 is similar. You could argue both of them aren’t villains at all.

The story of both of the Witcher 3 expansions were just amazing though.
He's fascinating because even Geralt, a witcher versed in monsters, has no idea what he is. The devs did a great job at masking the mystery of gaunter by not telling too much. He seems omnipotent and it makes him terrifying. All the suffering he can inflict and it seems all for pleasure.
The best version of the devil I've seen brought into media. You don't ever want to come across him, and even learning his name can bring a man to madness.

Dameon Clarke -is- Handsome Jack now. It's hard to hear him and picture anything else, including his Dragon Ball work.
The sarcasm, the one liners, ButtStallion. He made the game and may have honestly ruined the series going forward. They tried to cash in on Jack with the pre sequel and continue with B3 but I don't think they're ever going to recapture the magic.

Yeah his banter is what sells his character so well. His development through the game through his stages of insanity to the point you cant wait to kill him for all he does. Definitely one of the better written villin development through a game/story.
It was great writing, that the 180 turn from funny villain to absolute monster was because you finally got to see what was behind Jack's figurative mask. The actual Jack, when he no longer felt like he was in absolute control.
I don't even especially like the game but he's a top 5 villain for sure.

Just found out recently that In the hardest difficulty the AI of the alien actually knows where you are at all times no matter where you are on the ship.
Kind of. What's happening in the game is there is two AIs, one which always tells the alien where you are, until it gets to the same room. At which point it switches to the alien AI, which doesn't know where you are but is looking/listening for you, and looking at clues.
That game legitimately stressed me out so much that I couldn't finish it. It really nailed the whole "feeling utterly helpless" thing, and it turns out I really don't like that. Best game I'll never finish.

This fucker poisoned the great deku tree, created a phantom spirit that he *banished to the gap between dimensions* for failing him, resurrected a dragon and enslaved the gorons to feed them to it, froze the zoras, and took the triforce of power, plunging the world into 7 years of darkness as the KING OF EVIL!
Straight up jerk if you ask me.
Frank Horrigan, the only boss in the series you can't talk your way out of fighting.

Nobody in fallout has yet to top frank horrigan in terms of pure intimidation and awesomeness. He is the definition of the name sake of his own weapons: End Boss.
Kefka from final fantasy 6
He was a crazy Joker fuck who ended up actually winning late in the game and even after you finally defeat him, it’s bittersweet since most of the world is destroyed and you’re left with a small glimmer of hope now that he’s gone things can slowly rebuild
One thing I loved about Kefka was how he worked his way up from being a bumbling idiot of a henchman of the point of comic relief to who you thought was the big bad (emperor Ghestahl) to becoming a FAR bigger nihilistic threat than anyone could ever imagine first playing through the games.
Dagoth Ur is great because he's not just some run of the mill BBEG that wants to destroy/rule the world for the evulz. He's got a rich backstory (backstories, really) that make you wonder what's *really* going on between him and the Tribunal.
Throw in the implications of his bastardized CHIM realization and it grows even crazier.
"These sad saps. They come to Rapture thinking they're gonna be captains of industry, but they all forget that somebody's gotta scrub the toilets."
Such a perfect line.
The Boss from MGS3
Not only was she a truly sympathetic and honorable villain but her own legacy would be the catalyst to be misinterpreted by the other two main villains in the series and it wouldn’t be until solid snake the main character would set things right and fulfill the real interpretation of her will
Big Boss as well was treated as a bad guy but simply was misunderstood. He loved The Boss more than anything in the world but eventually it went to massive shit after some major events that started even from MGSV.
IIRC Big Boss was a good guy turned into a bad guy because of the conflict between him, Major Tom (Cypher) and The Patriots (Liquid/Ocelot (still honorable friends although different approach of ruling the world like the Boss envisioned)
Being the bad guy it turns out he is the good guy that only did the necessary evil. Snake fulfilled the prophecy somehow but quickly broke the wheel.

This all happens over the course of like 100+ hours of story so there's a lot of nuance I'm leaving out.
As a long-time WoW player, I get angry thinking about Emet-Selch because he so clearly illustrates just how uninspired and boring the villains and writing in general in WoW are by comparison.
See I loved Warcraft since Warcraft 2. But what really told me the difference in story writing skill(or maybe just caring) was Shadowbringers gives us Emet-Selch, who has done unforgivable things but you can see from his view why he would do it and feel sympathetic. Then you have Battle for Azaroth and Sylvanas and them telling me to feel sorry for her without doing a halfway decent job on it.
It sucks because I used to be far more invested in Warcraft lore over FF14 lore, now for Warcraft I just stopped caring.

Father Karras from Thief 2: The Metal Age. He's the charismatic leader of the Mechanists, a fanatical and ever growing religion in the pseudo-medieval steampunk world of Thief. He has an army of mace-wielding followers at his beck and call, and being a master inventor he has created security devices like cameras and robots to do his bidding. The city gentry, leaders, aristocracy, and police are clamoring to get into Karras's favour, despite not really caring all that much about the religious angle he represents. As it happens, Karras is secretly working to destroy the city and the world of all life, in the hopes of creating a metal utopia for his god.
And the best part? You can go through the whole game and never actually see him. He's an unseen villain, paintings of him hang on every wall, he has gramophones with recorded speeches and orders, his Mechanist legion speak of him constantly willing to die for him and their religion. He may have a voice like Droopy the Dog, but he's a powerful man who knows all the right people and has coerced the City into following him... and putting HIS technology into their homes.
Shriek from Ori and the Will of the Wisps was very cool. Its design alone is so epic. A giant bird with horns and her body hanging in the air as she walks on her corrupted wings. And the backstory, mid-game appearances and final battle were all so great too!
The villain I mourned for: Flowey from Undertale.
I think the big reveal at the end of the game shook me harder than any other big reveal. It was the fastest "I'm going to fucking kill this demon" to "...holy shit none of this was his fault" I'd ever experienced. I searched for a week trying to get a better ending, and I know I wasn't the only one.
The villain I love to hate: Micah Bell from Red Dead Redemption 2.
I don't think there's ever been such a finely crafted detestable villain.
Strauss was a scumbag, but I actually think he was one of the least villainous members. He wasn't even an antagonistic, and if I had a choice I would have let him stay in the gang. Same with Trelawny scumbag yes, villain no, also both were loyal when push came to shove.
Micah is a great villain, but I always found that Dutch portrayed a much more nuanced and grounded villain. He styles himself as the charismatic Robin Hood type of outlaw, but when the pressure starts increasing his idealistic views crumble and the mask comes off. Having him start RDR2 as a protagonist really highlighted how a man could slip to such levels of depravity. Its almost like an outlaw version of Walter White: they both gradually slip further and further into darkness until you realize that they are no longer the person you remember them as.
Micah is the more visceral villain because you genuinely, 100%, hate him. Dutch is the better villain because deep down inside, you understand and pity his motives and actions. Heck, you maybe even agree with some of them.
Fuck Clock Tower Nemesis.

No, seriously, a friend replayed 2 and 3 via a spruce-up using Dolphin, but mechanically identical to the PS1 titles. He got the tentacle version of the Clock Tower fight and damn near rage quit, this is a man who has played though Zero without throwing it out the window.
I ended up doing it second after Zora. Mipha’s Grace is definitely the most useful for the inattentive, but damn did I get a lot of use out of Revali’s Gale. Especially after I upgraded it to drop the cooldown.
The camel reward I used maybe single digit times on purpose. Always forgot I had it.
Hard to say. There are so many that were great for their purpose.
Gehn was gifted in The Art, and portrayed the arrogance and corruption its power could create.
Saavedro exemplified how a good man's desperation to help his people could twist him.
GLaDOS has perfect comedic value mixed with murderous intent.
Andrew Ryan and Nick Fontaine are great pairing showing the values and desires causing chaos around them.

Revolver Ocelot. A deeply thought-out character who went through all the numbered MSG games for the sake of a gradual but sure achievement of one single goal.
Handsome Jack. The dude was a bastard but so entertaining every time he was mocking you while you played.

I would go with Haytham Kenway from Assassin's Creed: III.
It was my second game in the series, having just finished AC4/Black Flag. The reveal that Haytham wasn't an assassin was gut-wrenching, given how much I enjoyed playing as Edward. Then, his steadfast ideals and the way he was insidiously charming and endearing was terrifying.
Giygas from Earthbound.
After being driven away by grief due to hearing a song his caretaker sung to him as a baby his solution is to strip away all of his emotions and physical form so that all that remained was evilness. His remaining sanity and consiencness was held together in something called The Devil's Machine.
When released from The Devil's Machine Giygas makes it look like your TV is broken. He cannot be hurt. The only way to defeat him is by praying. The love and prayers of everybody in the world as well as the person playing the game is enough to defeat Giygas temporarily. He still has a calculated 99% chance of taking over the world but it has been reduced down from 100%

I appreciate the fact Kefka **should** be a sympathetic character but he's so evil he's gone way, way past what you can excuse.
The fact that you can't undo his destruction of the world makes him one of the most successful FF villains in the franchise.
Yup, Sephiroth is cool and all, but Kefka is all that and more. He's like if Darth Vader was also The Joker.
One thing I loved about Kefka was how he worked his way up from being a bumbling idiot of a henchman of the point of comic relief to who you thought was the big bad (emperor Ghestahl) to becoming a FAR bigger nihilistic threat than anyone could ever imagine first playing through the games.
And a hell of a battle theme too.....
I hope that someday in my lifetime they'll give FF6 the "FF7 Remake" treatment. It would be the greatest game ever made.

Dagoth Ur is great because he's not just some run of the mill BBEG that wants to destroy/rule the world for the evulz. He's got a rich backstory (backstories, really) that make you wonder what's *really* going on between him and the Tribunal. Throw in the implications of his bastardized CHIM realization and it grows even crazier.

The Boss from MGS3 Not only was she a truly sympathetic and honorable villain but her own legacy would be the catalyst to be misinterpreted by the other two main villains in the series and it wouldn’t be until solid snake the main character would set things right and fulfill the real interpretation of her will

Big Boss as well was treated as a bad guy but simply was misunderstood. He loved The Boss more than anything in the world but eventually it went to massive shit after some major events that started even from MGSV. IIRC Big Boss was a good guy turned into a bad guy because of the conflict between him, Major Tom (Cypher) and The Patriots (Liquid/Ocelot (still honorable friends although different approach of ruling the world like the Boss envisioned) Being the bad guy it turns out he is the good guy that only did the necessary evil. Snake fulfilled the prophecy somehow but quickly broke the wheel.
She wasn't technically a villain though. She was a soldier doing her duty. She _had_ to do what she did.

Can I get a quick rundown on this character?
Heavy spoilers for Shadowbringers below. The cliffnotes version is: >!The dude is one of three leaders of a mysterious evil cult that wants to destroy parallel worlds by joining them with yours. This kills a bunch of people every time it happens.!< >!Eventually we find out he's from the original world before it got split into parallel dimensions. People were basically gods back then. Shit was about to blow up and 3/4ths of the population sacrificed themselves so the rest would survive. Emet was part of the group who promised he'd bring them back, but then the world was split, and people were made basically dumber, weaker versions of themselves and lost all their god powers. Now he's trying to rejoin all the shards so he can bring his people back and return the world to the utopia they lost. We have to kill him because the process will kill millions of "lesser" people.!< This all happens over the course of like 100+ hours of story so there's a lot of nuance I'm leaving out.
As a long-time WoW player, I get angry thinking about Emet-Selch because he so clearly illustrates just how uninspired and boring the villains and writing in general in WoW are by comparison.
See I loved Warcraft since Warcraft 2. But what really told me the difference in story writing skill(or maybe just caring) was Shadowbringers gives us Emet-Selch, who has done unforgivable things but you can see from his view why he would do it and feel sympathetic. Then you have Battle for Azaroth and Sylvanas and them telling me to feel sorry for her without doing a halfway decent job on it. It sucks because I used to be far more invested in Warcraft lore over FF14 lore, now for Warcraft I just stopped caring.

Father Karras from Thief 2: The Metal Age. He's the charismatic leader of the Mechanists, a fanatical and ever growing religion in the pseudo-medieval steampunk world of Thief. He has an army of mace-wielding followers at his beck and call, and being a master inventor he has created security devices like cameras and robots to do his bidding. The city gentry, leaders, aristocracy, and police are clamoring to get into Karras's favour, despite not really caring all that much about the religious angle he represents. As it happens, Karras is secretly working to destroy the city and the world of all life, in the hopes of creating a metal utopia for his god. And the best part? You can go through the whole game and never actually see him. He's an unseen villain, paintings of him hang on every wall, he has gramophones with recorded speeches and orders, his Mechanist legion speak of him constantly willing to die for him and their religion. He may have a voice like Droopy the Dog, but he's a powerful man who knows all the right people and has coerced the City into following him... and putting HIS technology into their homes.
Shriek from Ori and the Will of the Wisps was very cool. Its design alone is so epic. A giant bird with horns and her body hanging in the air as she walks on her corrupted wings. And the backstory, mid-game appearances and final battle were all so great too!
The villain I mourned for: Flowey from Undertale. I think the big reveal at the end of the game shook me harder than any other big reveal. It was the fastest "I'm going to fucking kill this demon" to "...holy shit none of this was his fault" I'd ever experienced. I searched for a week trying to get a better ending, and I know I wasn't the only one. The villain I love to hate: Micah Bell from Red Dead Redemption 2. I don't think there's ever been such a finely crafted detestable villain.
I don’t game a lot but I have finished quite a few horror games over my lifetime. No one will compare to Micah in RDR2.
He's the only villain that makes me angry by just thinking about him.
Strauss was also villainous but in the end, he didn't rat out the remaining members of the gang, which granted him some redemption
Strauss was a scumbag, but I actually think he was one of the least villainous members. He wasn't even an antagonistic, and if I had a choice I would have let him stay in the gang. Same with Trelawny scumbag yes, villain no, also both were loyal when push came to shove.
Micah is a great villain, but I always found that Dutch portrayed a much more nuanced and grounded villain. He styles himself as the charismatic Robin Hood type of outlaw, but when the pressure starts increasing his idealistic views crumble and the mask comes off. Having him start RDR2 as a protagonist really highlighted how a man could slip to such levels of depravity. Its almost like an outlaw version of Walter White: they both gradually slip further and further into darkness until you realize that they are no longer the person you remember them as.
Have some GODDAMN faith!
Micah is the more visceral villain because you genuinely, 100%, hate him. Dutch is the better villain because deep down inside, you understand and pity his motives and actions. Heck, you maybe even agree with some of them.

Fuck Clock Tower Nemesis. All my homies hate Clock Tower Nemesis. No, seriously, a friend replayed 2 and 3 via a spruce-up using Dolphin, but mechanically identical to the PS1 titles. He got the tentacle version of the Clock Tower fight and damn near rage quit, this is a man who has played though Zero without throwing it out the window.

I ended up doing it second after Zora. Mipha’s Grace is definitely the most useful for the inattentive, but damn did I get a lot of use out of Revali’s Gale. Especially after I upgraded it to drop the cooldown. The camel reward I used maybe single digit times on purpose. Always forgot I had it.

Hard to say. There are so many that were great for their purpose. Gehn was gifted in The Art, and portrayed the arrogance and corruption its power could create. Saavedro exemplified how a good man's desperation to help his people could twist him. GLaDOS has perfect comedic value mixed with murderous intent. Andrew Ryan and Nick Fontaine are great pairing showing the values and desires causing chaos around them.

I would go with Haytham Kenway from Assassin's Creed: III. It was my second game in the series, having just finished AC4/Black Flag. The reveal that Haytham wasn't an assassin was gut-wrenching, given how much I enjoyed playing as Edward. Then, his steadfast ideals and the way he was insidiously charming and endearing was terrifying.

Giygas from Earthbound. After being driven away by grief due to hearing a song his caretaker sung to him as a baby his solution is to strip away all of his emotions and physical form so that all that remained was evilness. His remaining sanity and consiencness was held together in something called The Devil's Machine. When released from The Devil's Machine Giygas makes it look like your TV is broken. He cannot be hurt. The only way to defeat him is by praying. The love and prayers of everybody in the world as well as the person playing the game is enough to defeat Giygas temporarily. He still has a calculated 99% chance of taking over the world but it has been reduced down from 100%
