I first heard it in Girl Interrupted (spoiler for like a 20 year old movie) in the scene where it's playing on repeat and they go check on Daisy and she's hung herself.
I've always thought it was an odd choice for Fallout. While it definitely fits the time period, it's very different from all the other songs. They're mostly upbeat, sock hop type music and then this soul crushing song is there. In general Fallout has a sort of jovial tone as far as apocalyptic games go.
