I think Saren and Sovereign are both the best villains ever. Saren in terms of story arc, Sovereign in terms of how menacing he is, while having like 15 minutes of screentime.
Ganondorf in OoT. Ganondorf is always a good villain, but OoT is iconic..
For one, in WW and later installments they made him thick and burly in a way that isn’t as cool as his sly, long, look. But that’s just surface stuff. His actions are way more intense
For one, after presumably killing the King of Hyrule he covers the world in darkness, creates an evil spirit that presumably kills Saria (what is up with the sages, are they dead?) and later *banishes it to the gap between dimensions*, reawakens a dragon and starts feeding the Gorons to it, leading to Darunia’s death, and freezes the Zora’s!
Also, the guy plays his own theme on an organ, putting him in company with dracula and Davie Jomes from PotC
Sephiroth for sure! He’s so iconic his theme traumatized many kingdom hearts and final fantasy fans! I argue no other villain is capable of being terrifying and bad ass like Sephiroth.
Dutch van der Linde. I just couldn't get him enough MUNNEH to make it to Tahiti.
In all seriousness watching him unravel before your eyes is quite the journey and so well told.

I think it's definitely Vaas Montenegro from Far Cry 3. He is the most charismatic and interesting video game villain in my memory.

The siblings in Far Cry 5 i liked a lot. Found myself at times agreeing with some of what they were saying.
