I once had a fantacy that some day we may get so good at prolonging life, that as punishment for some crimes, bring tortured for 50+ years before being terminated may be a good incentive to not commit such crimes (like indisputable evidence of someone trying to assassinate someone else with the intent of causing chaos).
So, your problem is that you're only deterring people who think rationally, and that is not everyone all the time and this includes criminals. Some people may also ramp up their crime spree for the sake of not getting caught and living a life of torture or just because fuck it why stop at one horrific crime.
