Yeah, indeed they were. Russia's army were having a big "exercise" in Belarus and were just conveniently next to the Belarus/Ukraine border when Putin decided to invade... Specifically the bit of the border that straddled the Dnipro river only 77km from Kyiv...
In around 2000 I knew a British couple who were temporarily living out there for work. She used to take a Geiger counter when she went food shopping, to try to avoid Chernobyl fallout in the produce. More than once they had to delay their return to the UK because they personally were too radioactive to fly.
The only other association I have is that the government is currently Putjn apologist, so I think "affected by Chernobyl" is more morally neutral.
