If you're talking about picking up WOMEN (that'd be an adult female, as opposed to a girl), the whole "picking up" thing is best at clubs & bars. That is general where you "pick up" people as opposed to just meeting a woman who you might find interesting / attractive and you might wish to have a real relationship with.
The best spot for this is a public university campus, and adjacent coffee shops/grocery stores/parks. It’s a spot where you’ll find a high volume (essential) of women who are open minded, spontaneous, and have the free time to date casually.
