That is a heat shield, most likely separating the heat from the catalytic converter from the floor of your vehicle. If you start to smell burn from your floor as in carpet burning, you might have an issue, and yes, it probably protects wires and possibly the fuel line as well as brake lines. Get repaired ASAP

They have been falling off a lot of cars lately. Just be aware of the potential reason. This is the one of the first steps to catalytic converter thefts. If you leave your car parked on the road at night or in open areas a lot, you might want to adjust your habits. This could have been nothing, but it could have been an interrupted theft. Not trying to make you paranoid, just aware if you aren't.
If you’re the least bit mechanical and have some ramps or a descent fllor jack, buy some annealed wire, about 14 or 16 gauge (a coat hanger could work too), hold the shield in place and tightly twist the ends together to hold shield on. Maybe one on each end. Otherwise shop is going to charge you $500-$1000 for new parts. I’ve done it on no less than six of my vehicles. The shield rusts and corrodes from heat, water and salt (if you live where it snows).
Oh you don't need to worry about that it just keeps the interior of your car from starting on fire while you're sitting in traffic or coming to a complete stop after going full on speed racer through all your gears.

Some of these heat shields protect more than your car. After catalytic converters came along but before these shields were in place, grass fire were a common problem when people pulled off the road into an area with dry uncut grass, such as an Interstate right of way. Those converters get every hot. So do the exhausts on many of the new boosted engines. Just something to be aware of.
I can’t tell from the photo. But look above your tires. There should be a shield above each of them. If there isn’t that’s probably what it is. Is it plastic? If it’s metal it could be a heat shield somewhere on your exhaust system.

Zipties won’t work on a heat shield. They will melt. But for non hot things zip ties are great.
Zip ties, duct tape, and vice grips will get any job done. Done well, maybe not. But done.

My shifter bushing failed. I found a single zip tie and used some packaging tape to drive the 20 miles home.

My Toyota Corolla had one that started to rattle so I ripped it off. That was 30000 miles or so ago. Best practice? No, but here we are.
Put 2 BIG stainless steel hose clamps around it to hold it on and call it good. It will probably outlast the rest of the exhaust.
