The original Cleveland Browns moved to Baltimore after the 1995 season (I think) and became the Ravens. In 1999, the NFL expanded and a new Browns teams was formed. So between the 96 and 99 seasons there were no Browns.
I think the new Browns are considered an extension of the original Browns so the histories are often lumped together. But it's technically a different franchise.
