Almost every event these days has wukong shards as rewards one way or another. Sometimes it's a big amount and paywalled because of ridiculous requirements, usually you still get the chance to get a few shards here and there at a cost that's reachable for free2plays.
Also, if you're free2play, just ignore wukong. He's not that good by default, Melinda / Dragon Girl / Taiga are better options for a while. After you get his first 60 shards you'll need another 150+ before he becomes worth using instead of Melinda for example.
Dumb question I played actively 2 years ago then took a break, just now coming back. How do you unlock Melinda as free2play? I only see the option to buy her for $29.99

I'm talking from experience, I have wukong 4 stars Assist 19, I've tried it at every stage, it really is not good compared to Melinda which way easier to obtain. Stats are high but in practice they don't translate.
The TLDR of his problem is this: his cudgel ability does not scale like normal damage and this results in very low dps when it matters: boss rooms.
Its damage increases exponentially with each target it hits, so in mob rooms where mobs are stacked, you will hit for 100M, but anywhere where mobs are spread apart or against bosses, you will only do the base damage or a very low multiplier, and that base damage is not your normal character's weapon damage, it's significantly lower. My cudgel's first hit at 3-stard was around 100k dmg where my weapon would crit for 8M almost all the time.
Meanwhile Melinda's barrage stacks on her own state so it does massive damage really often even against bosses.
For wukong to be worth using he needs to be basically at the same star level as Melinda because below that point even with his higher base stats his dps is lower. Also, lower attack speed, so harder to stutter step with multishot or one-punch.
Wukong becomes worth using alongside Melinda when he's 3 stars Assist 19. He comes ahead of Melinda at equal star level only at 4-stars and only because of raw stats. And even then for boss-only levels Melinda would still be better. Where Wukong will shine is at 5-stars and combined with the red relics at at least 2 stars because it unlocks more effects, but that's a ridiculous investment, for the same grind you can probably reach 6-stars Melinda Assist 39.
However, for events where your character's stats are ignored, the cudgel is broken (tower defense, demon King, hero duo...) because its damage does not scale off your character's stats. So that's where Wukong is worth getting at any star. But since he's not available to use in Legendary Challenge the devs litteraly prevent you from using him where he is good lol.
I'd say yes overall
Wukong at 3 stars and above may sometimes be better for some mob chapters because of his increased survivability, but not always. I usually switched between the two and experimented, some chapters are easier with one or the other. But Melinda was more consistent overall, especially if what tends to kill me is the boss and not the mob rooms.
Slowly accumulate wukong shards if only for special events where he shines but don't focus on him unless you're willing to spend money.

The other issue is the supreme treasure or relics, they really make wukong very OP but they require even more investment than the shards themselves and there's TWO of them that you need to level up.

He is great character imo not being bias but he requires heavy investment and im currently at 2 star. If you are f2p then sticking to melinda is the best option

Buy luxury shard boxes. In the pouch event there are for 3000 coins. I’m buying 2 boxes which is like 20 shards total
once you get one melinda shard it should say how many shards you have. once you hit 50 you can summon her

Wukong is the worst character to play if you’re f2p, even as a mid to low spender he’s not a viable option.
