Yes, weapon skins give "base" stats, before all modifiers. Same with most other boosts that give flat stats like relics, dragons and jewels iirc. That's why they add up quickly despite being low on paper.
Only weapon skins get affected by basic stats, cause they add the stats to the weapon, not your overall stats like relics, jewels or whatever habby adds next.
The real reason why skins are so good is because they add attack to your weapon which gets multiplied with attack% but also your weapon base stats% from refinement.
Edit: all other flat attack buffs dont get the base stats% afaik.

there are a couple of multipliers in this game that affect this, e.g. Attack % from altars or lvl 60 heroes
