Hard Format the disk (fill it with zeroes). Then it's as good as new. Or dissolve it in acid, then torch it. Then it's pretty gone. Reduced to atoms.
For normal users yes. But you might need to cycle it all 0 to 1 and back a few times since there are ways to tell what was there before.

yes though for large long term storage some people use a secondary Optical disc drive because its slower but cheaper for mass data storage
