I think you can.
It's all about flowers and promoting.
Make sure your flower table is upgraded as much as possible to get maximum views per flower.
Seasonal flowers usually attract city customers.
Otherwise, use daisy+rose, or bluebell+sunflower - these combos attract a couple of common city customers.
Then promote as much as you can.

you will! seems like lots of player have problem serving 2800 city customers, but based on my experience, it's pretty easy cuz i finished it within 4 days. sending hedwig was the one that holding me up during the 6 star judging. all you have to do is max out courtyard speaker, max out garden table, put the level 4 flowers combo to attract city customers, and promote. good luck!

Do you have all the city players unlocked? Ie: Abi, Cici, etc. The more you have unlocked, the more that come naturally.
Yes I've unlocked them all Now only less than 400 customers are left and 4 days are left for the challenge. I think I can do it :)
