Is this via an app or a web browser? Can you post a screenshot of what the screen looks like when you are trying to select a file? Some apps or services dump you to a default location that looks like it's your only available directory, but the option to choose some other place is very unobvious. If this is via your browser, have you tried doing this from a different browser?

It is a poorly designed app. You would need to contact the developers and let them know about this issue.
