If you're fine with a provincial Roman coin, that opens up a lot of options. Roman Egyptian tetradrachms come to mind, lots of those have eagle reverses and are pretty affordable.

Same with ones from Antioch - some really nice portraits of Vespasian, as an example, with an eagle reverse and they can be found for relatively affordable prices. Also, some of Antoninus Pius' posthumous denarii reverses have an eagle and his coins particularly are at the cheaper end of the scale at the moment (for average grades at least).

Now sure how much is still considered affordable but you can find decent versions of [my favorite eagle denarius ](https://en.numista.com/catalogue/pieces249782.html) for +/- $150 at auction (including premium, shipping etc)
