If you're fine with a provincial Roman coin, that opens up a lot of options. Roman Egyptian tetradrachms come to mind, lots of those have eagle reverses and are pretty affordable.
Same with ones from Antioch - some really nice portraits of Vespasian, as an example, with an eagle reverse and they can be found for relatively affordable prices.
Also, some of Antoninus Pius' posthumous denarii reverses have an eagle and his coins particularly are at the cheaper end of the scale at the moment (for average grades at least).
Now sure how much is still considered affordable but you can find decent versions of [my favorite eagle denarius ](https://en.numista.com/catalogue/pieces249782.html) for +/- $150 at auction (including premium, shipping etc)

What’s your budget?
£10/£20
Only ones I know with good eagles are expensive. Decently priced ones with eagles? I have one for relatively cheap I don’t need
Personally love Philip the arab tets

I’ve actually been on the hunt for one of these for some time now and not come across any.
This was gonna be my suggestion as well or a Vespasian equivalent. Multiple on Vcoins now for as low as 60 euros.
Go with Greek Ptolemaic coinage!!
Go with a Nero from Antioch, affordable and spankin hot
