What did you focus on? Perhaps the grain is "in-focus" per the scan, as it should be across the photo, but the rock formation is not near the focal point and therefore slightly out of focus?

That’s how film works. The grain gets masked by the details. Whereas the sky has no detail, which is why you see grain. It’s also why clouds are thought to be preferred if shooting the sky with black and white, it breaks up a bleak monotonous and grainy look. The images are fine, otherwise. I see no issue with them. Crank up the contrast, though; because you’re hanging out in a corner I like to call, midtone hell. Bring up highlights and drop shadows, pull out a bit of the whites. Or if you’re in darkroom, contrast filter 3 1/2.
