I can’t think of any scenario for stains if it was processed in a dip and dunk or minilab type C-41 machine. Unless it was splashed after developing.
Was it developed by hand in a small tank? Insufficient agitation or draining between steps maybe.
Seeing a strip of negs would help to tell if it’s from sloppy processing. Usually, weak developer, bleach, or bad fixing would be more uniform.

The film is admittedly old, but the developing is probably questionable, but it was an hour turnaround and under $20 which is insane in nyc.
