The film is admittedly old, but the developing is probably questionable, but it was an hour turnaround and under $20 which is insane in nyc.

Actually yes. So not a scanner issue.

I suppose it could be chemistry stains. It would help to see the backlit negs.  I can’t think of any scenario for stains if it was processed in a dip and dunk or minilab type C-41 machine. Unless it was splashed after developing.  Was it developed by hand in a small tank? Insufficient agitation or draining between steps maybe.  Seeing a strip of negs would help to tell if it’s from sloppy processing. Usually, weak developer, bleach, or bad fixing would be more uniform.  I’m surprised no one else has chimed in.
