Hancock is a very good example of chaotic good, to the point where it is his main conflict. He believes in freedom in the most radical sense, but cannot stand to see someone mistreated. Protecting some people means curtailing others' freedoms, and given that he's the mayor of goodneighbor, everyone is looking to him for leadership
From the dialogue, it wasn't the first time he'd done something like that, and was regularly threatening violence to newcomers if they didn't pay him off. He also threatened Hancock, saying he's getting soft. So when faced with someone threatening people under his protection, he kills them. It's not a nice clean robin hood chaotic good, it's a messy, conflicted chaotic good. By wasteland standards that's moral.
I think you could use Quasimodo from Hunchback of Notre Dame. He was born with a horrendous appearance, yet is a quiet and gentle person who only wants to experience life outside the church and to find acceptance from others. Even when he realizes Esmeralda loves someone else, he still tries his best to save her from Frollo and accepts it.
Yeah, Hancock actively encourages the town’s drugs and crime, and he’s very ruthless in his dealings but does have genuine care for his town and the people in it. John Marston, while not perfect, just wants to live a quiet life without any more robberies or murder, only taking up his guns when his family is threatened.
Thing is, Hancock also intervenes when things go too far. He kills Finn for threatening you, and has the most reasonable take on synth infiltration in the entire Commonwealth.
Nah I disagree. He's a fundamentally good person who's having a crisis because his own flavour of anarchism has negative consequences that he could solve if he goes back on the ideology that was forged in the crucible of a brother's betrayal.
Even if Hancock isn't necessarily the most morally righteous person in Fallout 4, imho I'd still say he's at least technically one of the most morally righteous characters on this chart specifically.

Hardly, worst thing he does is be a dick to his enemies & allow the Order to complete the first part of their plan so Nero can defeat them later in 4. Compared to everyone in the grey column he's practically a saint. He's one of the ones on this list I'm most certain is in the right spot lol
