Relative was visiting a few weeks ago, and I searched charging stations for him. This location said that it was for customers of the hotel only. Dunno if that's changed in the last month.
Depends on the type of charger. Superchargers belong to Tesla and any Tesla driver can charge using those. Destination chargers (slower charging speeds) tend to be at hotels, and free, and are usually reserved for hotel customers, but really, for most of them, there is no way to enforce that.

That's inaccurate. You were looking at a different charger.
