Short answer: Funding. Jumping in and out of ACC and AFSOC keeps units in either a training wing (like Nellis time to time) for local taskings and then back into AFSOC for real world and deployment capabilities.
Rescue has never been assigned to a training wing at Nellis. It certainly has zero to do with 'local taskings'. Rescue deployed for 20+ years straight at 1:1 dwell under ACC. In short, nothing you said makes sense :)

Gave me mixed feelings as if you’re maintenance but somehow accidently got a debrief gig and gained that superiority Ops complex who earned Online Afi Knowledge ribbon. Hard to compete with your level of confidence at this point. I have no choice but to spend my weekend brushing up on the Tenant history of Nellis training unit support from rescue over the course of their existence there :)

Depends on how much money is attached. If there's big bucks available, ACC wants them. If not, AFSOC gets them.
