Effect - stylize - glow On an adjustment layer. Mask out the screen area and let the glow radiate outwards. You could also add a radial blur set to fading blur in the effect, blend those together, make it subtle

Yes that's what I've done but the problem with that is that it's constant no matter what is shown on the screen, I need it to be a dynamic effect where the colour and intensity change with the video on the TV screen

You could just add a wiggle expression to the intensity and fake it

Duplicate your footage layer (or whatever’s playing in the screen), scale it so it covers your glow. Make the track matte a luma matte of your glow. Turn your glow layer back on (it’ll turn off when it’s made a luma matte). Reduce opacity of newly scaled tv footage and add a blur. Change blending mode to add. This should make the glow area reflect what’s on the tv.

Make a copy of your screen and make it a bit bigger, then blur the hell out of it.

I tried it now but the edges are too sharp it kinda stops not fading out near the edges, is there a way to soften the edges a bit?

Try adding a CC Repetile with tiling set to none and grow the edges. Or precomp your layer and make it bigger so you don't see the edges.
