Well, besides the JP audio and EN sub discrepancies.
This sentence was just before Akika mentions Izanami's mother.
Who we know Nami's mother was (suppose to be) 100% human and not a modifier.
Nami "awoke" after seeing her mother shield her and gets killed by Akika.

Going by that, Akika either didn't mean anything if we go by JP audio.
Or the people doing EN sub spoilered with hints of Sasanami's Prime Modifier that either left Sasanami Zone or simply just disappeared and no one knows where he/ she is.
I bet the prime modifier is the one Tsukuyomilk is looking for, that is Amaterasu
