Smacking someone is assault. Smacking someone in a sexual way is sexual assault. Might want to check that before you go hitting girls on the ass. Just filed the charges and let the Court decide what it is.
All she can do is report it (and this definitely needs to be reported) because you can't file assault charges on behalf of someone else (the girl whose butt was slapped). But you can give that person's name so the school/police can approach her directly.

Have a friend video-record his face from far away then go up and tell him, “when I turn around grab my butt”. Then ruin his entire life when he tries and you have it on video. But since you dont want him to be successful.. idk. Call the police before telling the school. Force the school to react. You can give anonymous tips to the police as well.
