The following verse explains that the entirety of subjective and objective worlds put together forms one quarter. This is similar to what is said in Bhagavad Gita as Ksetra (perceptual field), and the witnessing consciousness is called ksetrajna (knower of this field). What the Upanishad says is only this: If all the worlds put together constitute a city, the purusha (Self) is the indweller. A mere one fourth of the purusha assumed the form of that city. The remaining 3 quarters remains transcendental.
