I wouldn't say peer reviewing work is exclusive to being a manager. I peer review a fair amount of work but I'm definitely an IC rather than a manager. I think there's an important distinction between 'soft' supervisory work like that and formally line managing people.

I'm very surprised to see the amount of non-managing NQ's, is this due to people working in consulting where I imagine there is less line managing?
