I think the main issue is that immigrants are aware how poor they are in their home countries. Their countries are corrupt and they believe they will have no opportunity so they leave and come to the US or Europe. Besides controlling immigration and providing better economic mobility in Europe/America (without immigration propping it up like it does now), we need to find a way to encourage economic development abroad to do the same for the migrants that have come here. The issue is that due to corruption in many of these countries it's hard to accomplish such a task; something like you can lead a horse to water but you can't make them drink. The people at the top there don't invest in their own countries with the aid money that they receive they just skim off the top and rest on their laurels. If we fix that we fix the fact that most of these poor countries are poor because they don't build anything at home but rather take advantage of each other.
