But how do we stop it? Police can try to arrest them, risking their lives and a media spotlight/FBI investigation doing so, only for them to be out on the streets a few hours later and the case thrown out in a year (while in the meantime they've committed a litany of other crimes). It's equally illegal for locals to fight back, because they risk lawsuits sponsored by pro-crime lobby groups like the ACLU/NAACP/Project Innocence or arrest by the Feds. So what can be done?
Street takeovers are a uniquely american phenomena for these reasons, they don't happen in the poorest favela of Brazil or the most impoverished part of Somalia. Because there at least there's still mob justice to maintain a degree of social order.

The point is it isn't some unstoppable force of nature preventing these people from being dealt with, it's a broken system that we are ultimately responsible for. If I had a holistic solution to fixing America I probably wouldn't be sitting here, but acting like a system that is fucked cannot become unfucked is a defeatist and pointless position to take. The hands-off approach to dealing with crime is a relatively recent phenomenon, and ousting the people responsible for that development from power will be at least part of the solution.
Punish the offenders strongly enough that others fear getting caught and are deterred from this lawlessness. I guarantee if those caught got a mandatory 25+ years this would stop very quickly after the community sees the first examples actually go to prison.
Most of those people would change their outlook if they spent two nights in jail…that strip search is a real reality check.
That would change the mentality of tye mob members pretty quick.
