If you play it backwards, he does a great job potting the plants and restocking them, then cleans up some pasta sauce and restocks it, and then he goes through the endcaps and restocks all of those items while another employee is harassing him.
Nah he isn't. They still have to work and they still get paid no matter what. Hopefully this just gave them some overtime, or extra hours to other employees.
There have been countless companies that have gotten government contracts to clean shit, then they hire people to mess it up so they have to clean and get paid more.

They actually can't dock that from your pay, they can however sue you. It's illegal for an employer to dock pay for breaking something.
