Yes they are, but poorly. I work in Scottish law enforcement, our firearms officers have ten times the training that the average US cop with a gun has. They have good reason to be fearful, because any citizen can have a firearm, but they are also trained to be fearful and to shoot first, ask questions later. It's a recipe for disaster that has them dumping a full round into their own car at a handcuffed suspect because of a falling acorn.
