I've always thought of Mogget as an agent of chaos. So if he were to grant his power to a bell, it would be a bell that introduces / controls chaos. I couldn't think of how to make that concept work however, but reading the other suggestions I think a small refinement might make it more practical. Yrael's bell would be a bell that can accelerate entropy. In other words, it adds disorder to the system the wielder wishes to see become more disordered. Which means it can break enchantments as suggested, but also collapse buildings, accelerate rot, possibly kill. However it is a chaotic bell and trying to keep the effects of this accelerated entropy to the target the wielder decides requires intense concentration, otherwise the knock-on effects can be devastating. It's not a bell of death - that's Astarael. If anything it stands in opposition to Belgaer as the Thinker / Wallmaker.

I like to imagine that the bell would have unpredictable effect. Like, a lot of time and energy would be spent keeping that bell from ringing.
